The Congressional Fire Services Institute (CFSI) and the International Fire Service Training Association (IFSTA) announced Teresa Crisman as the recipient of the 2025 Dr. Anne W. Phillips Award for Leadership in Fire Safety Education.
The award celebrates lifetime achievements in fire safety education at the national level.
Crisman will be formally recognized during the 35th Annual National Fire and Emergency Services Dinner on February 13th in Washington, DC.
This event will gather 1,200 fire and emergency officials from across the country.
Teresa Crisman currently serves as Director of Public Affairs – Community Risk Reduction in the Maryland State Fire Marshal’s Office.
For over two decades, she was the Community Outreach Coordinator for the Prince George’s County Fire/Emergency Medical Services Department.
Her career includes extensive involvement in fire safety education programs spanning local, state, and national levels.
Chief Mary Cameli, Chair of the IFSTA Executive Board, commended Crisman’s contributions: “Teresa Crisman epitomizes the spirit of the Phillips Award.
“Her passion and dedication have had a tremendous impact in advancing fire safety awareness across the country, inspiring others to follow her lead.”
Jim Estepp, President of CFSI, added: “This is a well-deserved recognition for Teresa.

“My fellow board members and I take great pride in recognizing national leaders with this award.
“Their contributions have had a tremendous impact in saving lives from fire.”
The award presentation underscores the importance of national leadership in fire safety education.
The dinner serves as a platform for recognizing individuals who have dedicated their careers to improving fire safety and preventing loss of life.
