In response to two fires at dog daycare businesses in Seattle, one resulting in the death of a dog, Olympia lawmakers are proposing a bill to enhance safety in pet kennels.
House Bill 2403, introduced by State Rep. Darya Farivar, aims to mandate fire alarms or sprinklers in facilities where pets are kept.

These include installing at least one fire alarm system or fire sprinkler system in every building used for housing animals.
Kennel operators would need to certify the presence of these systems in their business license applications and renewals.
Additionally, the bill stipulates that kennel operators must notify customers of any business license suspension or nonrenewal due to non-compliance with these safety standards.
Farivar, representing Washington’s 46th Legislative District, initiated the bill following incidents at The Dog Resort in Seattle.
The first fire occurred on February 1, 2023, at the Lake City location, where over 100 dogs narrowly escaped harm.
The second, in November 2023 at the SODO facility, tragically led to the death of a dog named Georgie on I-5.
The causes of these fires, particularly the latter, are still under investigation.
Allison Scarborough, the owner of Georgie, expressed support for the bill: “I feel like they get it.
“I could not be more excited about the potential of this bill.” Since the incident, Scarborough has been advocating for increased safety measures in kennels and boarding facilities.
She views the bill as a positive step towards transparency and enhanced standards in the industry.
The proposed legislation also aims to foster transparency within the pet boarding industry.
It requires businesses to inform customers if their kennel license has been revoked or suspended and mandates the display of such information in a visible area for customers.
“If you have no violations that you have to put out to the public and you don’t have a suspended license that you have to disclose, that’s a bragging right.
“That an asset for a business,” Scarborough stated, highlighting the dual benefit of compliance for business reputation and pet safety.
House Bill 2403 is scheduled for a public hearing in the House Committee on Local Government.
