Toronto City Council has approved the appointment of Jim Jessop as Fire Chief and General Manager of Toronto Fire Services (TFS), effective January 2, 2025.
As reported by the City of Toronto, Jessop will oversee all operations of TFS, the largest fire service in Canada.
He will report to the Deputy City Manager, Community and Social Services, and lead efforts to protect life, property, and the environment through education, prevention, and emergency response.
With nearly three decades of experience in firefighting and emergency management, Jessop currently serves as Deputy Fire Chief and Director of Operations, Training, and Technical Operations at TFS.
Jim Jessop’s career in fire services began in 1996 as a firefighter for the City of Toronto.
He left in 2001 to take on leadership roles with the Ontario government and municipalities, including Niagara Falls and London.
From 2015 onward, Jessop held various senior roles within TFS, including Acting Fire Chief from August 2020 to April 2022.
During his tenure, he led budget developments for 2021 and 2022 and championed diversity efforts, increasing applicants from equity-deserving groups.
Jessop also holds advanced academic qualifications, including a BA in Kinesiology, an MPA from the University of Western Ontario, and an MBA from Brock University.
City officials expressed confidence in Jessop’s leadership abilities.

Jessop also acknowledged the trust placed in him by the council, stating:
