IAFC releases fire apparatus planning guide amid emergency vehicle supply challenges

The International Association of Fire Chiefs (IAFC) has released a new practical guide to help fire departments navigate ongoing challenges in fire apparatus planning, procurement, budgeting, maintenance, and replacement.

‘Emergency Vehicle Supply and Demand: A Practical Guide to Fire Apparatus Planning and Procurement’ was launched at the Fire and Rescue International Conference in Kansas City, Kansas, on August 9, 2026.

The paper was developed by the IAFC Emergency Vehicle Management Section in collaboration with the Metropolitan Fire Chiefs Association, the Wisconsin State Fire Chiefs Association, and the Fire Apparatus Manufacturers Association.

The guide examines current fire apparatus procurement market conditions and sets out recommendations on specification development, cost and budget planning, maintenance, replacement planning, and public policy.

IAFC President Steve Locke said: “The Emergency Vehicle Supply and Demand white paper is the most comprehensive and up to date report available that addresses the wide and complex range of issues associated with the supply and demand crisis. Further, the report provides analysis, with recommendations for fire chiefs, fire apparatus manufacturers, and elected officials, as we manage the challenges we continue to face.”
