Fire and Emergency Medical Services Chief, John A. Donnelly Sr., presented a comprehensive overview of the department’s performance for fiscal years 2023 and 2024 to the Committee on Judiciary and Public Safety.

Highlighting the dedication of over 2100 Fire and EMS personnel, Donnelly showcased the department’s significant achievements, including handling an average of 575 daily responses, issuing thousands of certifications, and implementing new technologies to enhance service delivery.

Innovations in emergency medical response

The department’s collaboration with the Department of Behavioral Health led to the opening of the DC Stabilization Center, a pivotal development in providing care for individuals with substance use disorders.

Additionally, the introduction of blood supply to trauma scenes and hiring a behavioral health coordinator underscore the department’s commitment to innovative, life-saving care.

Addressing operational challenges in DC

Donnelly addressed the department’s efforts to manage historic call volumes and system capacity concerns, including the recruitment of new personnel and the implementation of alternative pathways to care.

Despite challenges such as increased call volumes and long patient drop times at hospitals, the department has made strides in maintaining quick and safe responses.
